The Goa'uld System Lords
The Goa'uld System Lords were a loose collection of Goa'uld who ruled over their own people as well as the Jaffa and once many Humans. Most were wiped out in the early 21st century. Only Amun was known to have survived the purge.
History
Though technically a form of government for the Goa'uld, the System Lords did little to actually govern in so far as communication with each other and reaching mutual decisions. Mostly they squabbled with each other and fought horrible wars, pitting their disposable troops against each other in an attempt to gain more territory. When they did meet it was often to make treaties and or manipulate each other into serving their own nefarious purposes.
