Section 13 did not exist.
History
Section 13 was never founded. It never came into being. No one is in charge of Section 13. It did not handle covert operations for the Alliance. It was not responsible for any number of assassinations and other dubious operations. It was a myth and anyone who said otherwise was lying. There never was a Section 13.
