No, this is obviously going to be a “Comes the Inquisitor” reference story line (B5).
With all the time travel that has happened throughout the comic, there is indeed no reason to dismiss a long-dead suspect from before the space age.
My guess is that the creator has worked in so many subplot that Star Trek, Babylon 5, various comics, franchises and books.. but realized that there was one last checkmark of cross-over stories inside a cross-over story 🙂
with all the time travel in this comic its likely he was jack the ripper
or at the very least the offspring of jack.
