Combs was the “resident mindreader” on the Muffin during the Jedi purge – Lt. Pascal brought him along as she took Marty’s job as 1st Officer. Combs was good enough for that job, but apparently far from being top class…
Of course, when Bob says “This may not have been the best idea” he might mean things that happened around 12/14… he might have some holdings there, too.
