You are not the only one thinking that, and I don’t think it is wild speculation. I have been of the opinion for awhile now that Watson is fairly smart and is playing at being dumb. I also suspect that she has been waiting for the Muffin to pick up this guy. Someone is breaking Rule 13, “Never, ever involve lawyers.”
when I saw thirteen in that post, I thought section 31 (based on section 13 from star trek and torchwood from doctor who) which appeared earlier in this comic, I could see it being involved.
I am sure Belinda sees it as a win. Either he kills Watson, scares her into quitting, or in the event she is a spy gets to be outed so Belinda can gleefully deal with her.

It’s hard to tell, when exactly did Crewman Watson start appearing in the medbay in the regular stripsm but not the Second String strips?
