a) Robin is really a secret agent for The Brain a.k.a. Kaled Tos.
b) Robin is a drone created by The Brain (unlikely – Rheines has had him open on more than one occasion and would surely recognize if he were not human).
c) Robin is related to the Brain – nothing more or less.
If by “this” you mean what’s being revealed: as LordVargonius and the wiki link both said, “Kaled Tos” is what The Brain was named back when he was human.
If by “this” you mean the reveal itself: well… that’s what my “what” was for.
Also, by “this”, I mean what the heck is Kaled Tos doing appearing in human form? Have we traveled back in time, or is there a Kaled Tos running around from a parallel universe who didn’t get turned into the Brain In A Jar?
His actual first appearance is a few panels prior to that, but it just leads up to him telling his story. So he owns a number of the factions, though the important one right now is probably the Sith. Is it possible the Sith are trying to find out where the Brain is, so they can sever their tie?
